Once this report was released, it instantly caused a sensation around the world!

Holy Land, Mariejois.

The Five Elders sat solemnly in the grand chamber, each face dark with fury.

Saint Vouchuri muttered gloomily, "Morgans, that damned bird, framed all the escalating wars on the World Government. Does he think he can challenge us with impunity?"

Nasujuro Sei slammed the table. "This insufferable swine!"

"We must take a hard look at Shen Yuan," he growled. "That man has repeatedly shaken our global authority.

First, he annihilated our Cipher Pol agents.

Then he stormed into Wano, trampled over Kaido's forces, and initiated a full-scale war on our blind side!"

"I propose an alliance with Kaido," suggested Saint Peter in a calm voice, still sipping his tea.

Nasujuro Sei snapped, "No! This time we strike with the wrath of heaven!

Shen Yuan and the Whitebeard remnants must be eliminated. Their presence threatens the delicate balance among the Yonko, the Navy, and the Shichibukai."

"Agreed!" Wolchuli roared. "Contact the Fleet Admiral—no, contact Sakazuki directly! Send him to obliterate Shen Yuan!"

"Inadvisable," Peter replied flatly, eyes cool behind his lenses.

"Shen Yuan overpowered Kaido. Do you truly believe a man of such monstrous might can be swiftly subdued, even by a Fleet Admiral?"

The room went silent.

Indeed, even with full marine deployment, the odds of capturing Shen Yuan alive—or killing him outright—were slim.

Saint Peter continued, "Moreover, Shen Yuan and the Whitebeard Pirates are not naive fools. If you think brute force will suffice, you are mistaken."

Nasujuro Sei furrowed his brow. "Then what? Shall we deploy the Twelve Holy Knights?"

The suggestion hung heavy in the air.

To mobilize the Twelve Holy Knights... Was Shen Yuan truly worth that level of escalation?

"We'll proceed with preparations. I'll open a channel with Kaido," Nasujuro concluded, and the others gave curt nods.

The crisis meeting adjourned.

---

Marine Headquarters – New Marineford.

"This brat has no regard for order," Sengoku muttered as he closed his eyes in resignation.

"Someone, come in."

A marine swiftly entered the office and stood at attention.

"Summon Sakazuki. I need to speak with him."

The marine saluted and left immediately.

Moments later, Fleet Admiral Sakazuki (Akainu) entered, face carved from stone.

"Fleet Admiral Sengoku, orders?"

But Sengoku merely eyed him, frowning.

"Where do you think you're going?"

Akainu paused, confused.

"…You received orders directly from the Celestial Dragons, didn't you? They bypassed me."

Akainu's brow twitched, and he gave a stiff nod.

"I won't stop you," Sengoku said, voice low. "But don't expect to return unscathed."

With a warning glare, he waved Akainu out of his office with a kick.

Fuming, Akainu walked the corridor, calculating.

"Can Shen Yuan, who tore Wano from Kaido and still dares to provoke us, really be taken down easily?"

Grim resolve settled in his chest.

"We'll need backup."

Akainu reached into his coat and pulled out a black Den Den Mushi.

"Yeah, yeah… things are heating up again," Kizaru quipped from across the hall, his tone as airy as ever.

Aokiji yawned as he strolled past. "What's riled Akainu this time?"

"Cheh!"

Akainu brushed past without a word.

"Don't be so serious," Aokiji called lazily.

"I don't have time for fools," Akainu replied sharply, not even turning.

Aokiji made his way into the Marshal's office and found Sengoku calmly trimming his pet goat's beard.

"Well, aren't you in a mellow mood?"

Sengoku glanced back, the tension in his expression fading somewhat.

"Trouble?"

Without a word, Aokiji pulled a bounty flyer from his coat and set it down.

"World Government just raised Shen Yuan's bounty… to 3 billion Berries. What now?"

Sengoku rose slowly, his face solemn.

"Three billion… That's the World Government putting a price on chaos."

Aokiji raised an eyebrow. "I figured that much…"

Sengoku chuckled dryly. "I read the paper. Shen Yuan didn't just defeat Kaido—he exposed a deeper rot. There's more to this than meets the eye."

"Oh?"

The lazy admiral's gaze sharpened, intrigued.

"First, he eliminated CP9 under suspicious circumstances, then let slip word of the Swallow-Swallow Fruit's disappearance and pinned it on us."

"Then the assault on Enies Lobby—yet we turned a blind eye."

Aokiji's eyes widened.

"It's too clean," Sengoku murmured. "He's testing our limits. Tell me, what does a man like that aim for?"

"Maybe…" Aokiji hesitated.

"No. It's clear. Shen Yuan's dreams mirror the Revolutionary Army's ideals," Sengoku cut in.

Silence followed.

"He avoided harming civilians in Wano. That speaks volumes."

Sengoku's voice grew softer. "Once, I had ideals too…"

He sighed.

"If Shen Yuan were a marine, we'd be allies, no doubt."

"Ironic," Aokiji said with a wry smile. "If not for Garp…"

Sengoku's eyes lit up. "Exactly! He is Garp's grandson!"

"If we play it right… perhaps we can recruit him into the Navy."

Aokiji choked. "Recruit a three-billion bounty criminal? You serious?"

"One bite at a time," Sengoku said firmly. "One step at a time."

This wasn't the Sengoku of old—zealous for justice and order. Time and truth had changed him.

Garp had once told him of a strange, talented grandson…

And now, Sengoku saw a possibility.

Aokiji's mind reeled. I once wanted to change the world too.

But dreams fade.

Strength alone wasn't enough.

Yet the thought of Shen Yuan reignited something.

Aokiji stood and gave a rare bow. "I'll think about it."

Sengoku nodded.

As Aokiji left, Sengoku closed his eyes.

Perhaps this boy can rekindle Kuzan's fire.

He resumed trimming the goat.

---

Elsewhere…

Akainu made a decision.

"You want me as cannon fodder? Never."

He crushed the order from the Five Elders and dismissed it under the excuse of strategic reassignment.

"That brat may deserve execution, but to face him alone would be suicide."

He tossed the crushed paper into the ocean breeze.
