The original plan was for Mitokado Homura to make a sharp point to put Chiyo in an awkward position, but now it felt like riding a tiger—he couldn't get off.

The decision to press the issue with Mitokado Homura was not made by him alone; it had been discussed thoroughly with the Third Hokage. But now it seemed their ploy wasn't working—Chiyo wasn't biting. Instead, she maintained her composure, making their efforts look foolish.

Homura, visibly flustered, was at a loss for words. Even the simplest response seemed to escape him, leaving an awkward silence.

Seeing his old comrade struggle, the Third Hokage intervened, coughing to redirect the room's attention to himself.

"Since your village has chosen peace talks, you should demonstrate enough sincerity. As the instigator of the war and the party facing defeat, compensating for war damages is a basic obligation," the Hokage stated firmly.

But Chiyo wasn't fazed. She glanced at Homura with mild amusement before turning her attention to the Third Hokage.

"You must already understand the current state of the Sand Ninja Village," she began calmly. "We have no money, no resources. If we did, the war wouldn't have ended so quickly."

Her meaning was clear: if they had resources, they could have continued fighting. Since they didn't, there was no way they could offer compensation.

No Resources, No Compensation

Chiyo continued, unfazed by the growing tension. "So forget about compensation. There's simply nothing to offer. Even if you press us, you won't get anything."

Her confidence stemmed from her understanding of the political dynamics between the Five Great Ninja Villages. If Konoha pushed too hard and attempted to invade the Sand Ninja Village, it would upset the balance among the villages. Iwa, Kiri, and Cloud would immediately oppose such an action, potentially igniting another large-scale conflict.

"You may seize resources or demand reparations, but an invasion of the Sand Ninja Village would be crossing the line," Chiyo concluded.

A New Proposal

The Third Hokage frowned. "Where is your sincerity then? If this is how you approach peace talks, I see no reason to continue."

Chiyo smiled faintly and gestured to her guard, who handed a document to the Third Hokage's assistant. After a brief inspection, the assistant handed it to the Hokage.

The Hokage opened the file with a skeptical expression, carefully reading its contents. Shinki could have leaned over to peek, but he chose not to, knowing the negotiations would soon reveal everything.

Finally, after a moment of silence, the Third Hokage passed the document to Shinki, surprising everyone. Mitokado Homura, who had been expecting to receive it, was left visibly annoyed.

Chiyo, observing this interaction, smirked internally. It was clear that Konoha's power structure had shifted—figures like Homura and Koharu no longer held the influence they once did, while newer leaders like Shinki were rising to prominence.

The Proposal

Shinki scanned the document, summarizing its key points aloud:

"First: Sand Ninja Village proposes signing an alliance contract to strengthen military cooperation between our two villages.

Second: A non-aggression pact to ensure neither side infringes on the other's territory.

Third: Strengthened economic cooperation between Konoha and Sand Ninja Village."

The terms were straightforward but significant. By signing the alliance contract, Sand Ninja Village would essentially become a junior partner to Konoha. The non-aggression pact was something Konoha had been striving for but had never secured with any village. Economic cooperation would allow Sand Ninja Village to benefit from Konoha's resources while boosting trade and profits for both sides.

Chiyo, sensing the room's reaction, added with finality, "This represents the full extent of our sincerity and the bottom line of our village."

A Sincere Offer?

The proposal sparked mixed reactions among Konoha's leaders. On the surface, it seemed like Konoha would gain little from the agreement. However, a closer examination revealed the potential long-term benefits.

An alliance with Sand Ninja Village would strengthen Konoha's position politically and militarily. The non-aggression pact, though mutual, aligned with Konoha's long-standing goal of maintaining peace. Economic cooperation would create a win-win scenario, bringing prosperity to both nations while giving Konoha a leading role in regional trade.

As the room grew silent, all eyes turned to the Third Hokage. Would he accept the terms and pursue a diplomatic resolution, or would Konoha demand more?
