The starting years were great; everyone was happy with Andis taking over as the city lord and did not even care about the cause of Xu Shang's death.
To them, he was a tyrant!
And Andis was their liberator; she saved them, not only from the beast tide but also from Xu Shang's torture.
She started by taking away the thing that they hated the most, the compulsory army training.
No one had to join the army unless they wanted to.
Another change that happened was regarding the taxes. Andis reduced the taxes by 10%, which was enough for her to gain the support of the people.
But then, the veil of happiness was slowly turned down when the beast tide struck the city once more.
When the soldiers were sent to the battlefield, only the survivors of the previous tide showed any promise in handling the beast tide.
They fought valiantly while the new recruits only stood there, shaking in their boots as the spirit beasts bit off their heads.
The instructors took charge of the place, including the old and the new. They fought alongside the four cultivators, the only ones the city had, in fending off Rank 1 spirit beasts.
But even they were helpless against the huge number of beasts, not to mention the Rank 2 beasts that showed up unannounced.
In the moments of desperation, Andis had to take charge herself and slay the beasts.
With her decent talent in cultivation, she reached the first level of the Qi Condensation Realm and managed to find the Tier 2 beast by exchanging injuries.

And the next day, a very angry matron paid Agnes a visit. She said if they did not have the funding, the children would die.
Andis, to her enraged words, only replied with one line: "And if I don't use this money for the city, many more children who have families will die."
Agnes stormed out of the manor after cursing the woman, not caring about her cultivation. She even said that the goddess Ana would punish her one day for what she did to those poor children.
Hearing the name of the goddess stirred some old memories in her heart, and Andis decided it was time for people to realize that they were alive not because of the goddess but because of HER mercy.
Andis led a group of soldiers loyal to her and marched to every church, destroying the statues of the goddess Ana.
The next day she declared that if they had to worship someone, they should do it to her statues. She was present before them, not some illusionary goddess.

In three years the city started to face a lack of funds once more.
This time she had nowhere to go but to increase the taxes on the people living in the city.
The tax for entering the city had increased, and even if you had to leave the city, you had to part with a gold coin before doing so.
The tourist sites in the city started to become dull and unattractive since no one was maintaining them, and hence, they even started to get less money from tourism.
Some smart people could already see how things would turn out in the future and left the city for good.
Within thirty years, the city had been turned inside out, the roads were cracked, and the buildings were infected with moss and algae.
And the orphanage was long gone; Agnes tried to keep it going as long as she could by doing odd jobs, but that took a toll on her body, and she passed away.
Andis, on the other hand, was feeling high on power and fame. She managed to reach the foundation realm before she turned 60 years old.
She started to believe that she was really a goddess.
When she felt that people were not genuinely appreciating her, she started to fake incidents to gather fame.

She became possessive of the city she ruled and did not like when people wanted to leave as well.

"It's time to end this trial." Inside a room that looked like the most luxurious thing in the city at the moment, Noah woke up from his meditative state and stepped off the bed before walking out of the room.
