"Quick reaction, huh? Almost got caught," Daniel Davis thought as he watched multiple beams of golden light shoot towards the sky from Marineford, destroying the shells he had launched, which were filled with pamphlets. As the shells were destroyed, pamphlets scattered in the air.

Seeing the large number of pamphlets falling from the sky, Kizaru, who had appeared mid-air, didn't stop them from descending. Instead, he carefully observed the surroundings, trying to identify the source of the pamphlets.

"Good thing I was cautious," Daniel Davis mused. Initially, distributing pamphlets had been simple: he would open the Gate of Secrets above the target and throw the pamphlets down. He had done this at five naval branches. However, when it came to the navy headquarters, he remembered Admiral Kizaru and decided to use hollow shells instead.

If it were anyone else at the navy headquarters, Daniel Davis wouldn't have been concerned. Whether it was Garp, Sengoku, Aokiji, or Akainu, they could all use Geppo to ascend into the air. But by the time they did, Daniel Davis would have already finished. Kizaru, however, was different; his Pika Pika no Mi (Glint-Glint Fruit) ability granted him incredible speed.

"Any findings?" Sengoku asked as soon as Kizaru landed, eager to know if they had caught the culprit. While Sengoku had managed to temporarily suppress the situation using the authority of the World Government and the navy, this new incident had rekindled his anger. Fortunately, the previous experience had tempered his response, preventing any outbursts.

"Nothing," Kizaru replied, shaking his head slowly.

Hearing Kizaru's response, Sengoku's expression darkened. Until they found the mastermind behind these actions, Sengoku's mood would remain grim.

Despite the navy's orders to keep the situation under wraps, Sengoku knew many within the navy looked at him and the higher-ups differently. Even if they couldn't discuss it openly, they could still communicate through glances. Arresting those who discussed the pamphlets would only confirm their contents.

Daniel Davis's strategy was straightforward yet effective. In other contexts or worlds, it might have been useless, but in the world of pirates, where the World Government and navy lacked credibility, it was highly impactful.

"The navy headquarters is being rebuilt? What happened? Did someone cause trouble there and destroy the place?" Daniel Davis wondered, observing the situation at Marineford through a telescope from a distance.

With Sengoku, Garp, the Admirals, and many Vice Admirals present, it was unlikely that any disturbance would cause such destruction, unless it was someone of a Yonko-level.

Daniel Davis was unaware that he was indirectly responsible for the damage at the navy headquarters.

In the temporary office of the Fleet Admiral at Marineford, the sound of a table breaking echoed as Sengoku's frustration boiled over. Documents flew everywhere as Garp sat calmly, eating his rice crackers, seemingly unbothered by the situation. Despite being targeted by Daniel Davis's campaign, Garp had quickly returned to his usual, carefree demeanor.

"What are these people trying to achieve?" Sengoku's latest outburst was triggered by the extensive distribution of pamphlets, which had reached not only the navy headquarters and major branches but also many kingdoms in the first half of the Grand Line, including Alabasta. The Five Elders of the World Government had called Sengoku, berating him furiously.

Despite the World Government's apparent disregard for others, they highly valued their allied nations. The navy required permission to enter these countries and had to respect their nobility. Even the Shichibukai were not allowed to target members of allied nations.

The World Government's system protected the nobility of allied nations, ensuring they could continue to collect the Celestial Tribute. The nobles, in turn, exploited the lower classes to maintain their status and pay the annual tribute.

At Shakky's Rip-Off Bar on Island No. 13 of the Sabaody Archipelago, Rayleigh and Shakky stood outside, observing the falling pamphlets. Rayleigh caught one, reading it and noting it contained the same content as before.

"What do these guys want? Just to irritate the navy and Sengoku?" Rayleigh wondered aloud.

"I'm not sure, but I need to clean up this mess," Shakky replied, annoyed by the pamphlets littering her territory. She considered making Rayleigh clean them up.

If Daniel Davis could stand before Rayleigh and Sengoku, he would tell them that he simply wanted to cause trouble, to annoy Sengoku, Garp, and the navy. His ultimate goal was to dissuade Fujitora and Ryokugyu from joining the navy by exposing the truth about the World Government and the navy.

"So far, the pamphlets have led to some desertions within the navy and have caused recruitment issues. While the impact is currently small, if Sengoku can't resolve this, the navy might struggle to find new recruits."

Many who wanted to join the navy did so out of a sense of justice. If the navy's version of justice was as depicted in the pamphlets, they would likely reconsider.

"Too bad I don't have the power of a Yonko. Otherwise, I could emulate Shiki and pay a visit to the navy headquarters."

"Maybe when I'm stronger, I could pretend to be Roger. That would certainly shock a lot of people. After all, if time-traveling Devil Fruits exist, why couldn't Roger have survived?"

Flying high above, Daniel Davis pondered these thoughts, imagining the chaos Roger's reappearance would cause.

"That must be Pangea Castle. Impressive," Daniel Davis muttered, looking through his telescope at the Holy Land Mariejois from nearly a thousand meters above the Red Line.

There were two ways to cross the Red Line: through the official World Government passage, the Red Port, which required approval and a long waiting period unless one held a high position, or through Fish-Man Island, 10,000 meters under the sea. However, Daniel Davis had a third option: flying over the Red Line.

Resisting the urge to launch a few Jericho missiles at Pangea Castle, Daniel Davis flew past it.

"Punk Hazard Island should be in this direction," Daniel Davis said, looking at the log pose on his left wrist. In the Grand Line, navigation required a log pose; traditional methods were useless.

Punk Hazard Island, known as the island of ice and fire in the future, offered a unique experience. However, this was before the battle between Aokiji and Akainu, so it wasn't yet divided into two distinct climates.

Currently, Punk Hazard was a gas island, a dangerous place where Caesar Clown conducted his gas experiments. It had once been an important research facility under the World Government, with Vegapunk as the head.

Following the experiments conducted by Caesar, the island had become toxic.

Most people wouldn't think anyone would live on a toxic island, but the most dangerous places are often the safest.

"There's someone over there."

Punk Hazard was a large island. After arriving, Daniel Davis began using his Observation Haki to sense the island's inhabitants.

While Observation Haki was powerful, it wasn't omnipotent. Instances like Rayleigh's ability to instantly sense all the animals on an island and judge their strength were rare. Human beings, unlike animals, could hide their life force, making it harder to detect their true strength. Daniel Davis had learned techniques for hiding his presence from Dragon.

Especially in large crowds, this was why Kizaru couldn't find Daniel Davis on the Sabaody Archipelago using Observation Haki.

Thinking of hiding techniques, Daniel Davis remembered Corazon's Silence-Silence Fruit, which could be considered a divine ability for assassinations, rendering its user undetectable even to someone as powerful as Doflamingo.

"Dragons," Daniel Davis muttered, spotting red dragons flying over the island. These were creatures bred by Vegapunk, showcasing his advanced scientific capabilities, supposedly 500 years ahead of their time. Though this might be an exaggeration, Vegapunk's genius was undeniable.

"There's the secret base."

Following the strangely modified guards on the island, Daniel Davis soon discovered Caesar Clown's underground research base.

"Looks like Law hasn't officially broken ties with Doflamingo yet. Is he undercover?" Daniel Davis observed the peculiar guards with transformed bodies, indicative of Law's surgical modifications, suggesting a connection with Doflamingo.

Such modifications were commonplace in the pirate world but would certainly draw immediate attention in the Marvel universe.

Upon locating the lab, Daniel Davis immediately activated the Mirror World.

"Monet and Law, standing together, look quite compatible," Daniel Davis thought, watching the two talk inside the Mirror World.

"Is Monet a product of Law's Ope Ope no Mi or a naturally occurring species?" Monet, with her harpy-like wings, was an unfamiliar species to Daniel Davis in the pirate world. While this world had various strange species, the existence of a winged species like the Tontatta Tribe or the Longarm Tribe was not unimaginable.

Monet was the only known Logia-type Devil Fruit user under Doflamingo's command, though she met a tragic end. She wasn't the only one, though; Caesar Clown also had a Logia-type fruit.

Caesar's achievements were significantly boosted by his Gasu Gasu no Mi (Gas-Gas Fruit). Without it, his risky experiments could have easily resulted in his death. The fruit's ability to control gases allowed him to survive any lab mishaps.

"Caesar's use of the Devil Fruit for experiments is understandable but wasteful." The Gasu Gasu no Mi had immense potential for creating a powerful combatant, given its ability to manipulate toxic gases, a rare and deadly attribute in a world dominated by physical combat.
