Pretending to Be an Untouchable Crime Boss

Chapter 222: William Outplayed the Union.

It wasn't just the nation that felt it as an overhaul but well, the Union too. It was like flipping a switch to an emergency, like if nukes were launched off, everybody was panicking and running up and down in the headquarters, already putting together the laws that are going against what William is doing right now… but the thing is William had really built everything up so well that there wasn't anything they could do about it.

"That fucker…" The Union president slapped her hand on the table as she read the loophole that William used to not be caught by any law of the Union. "How is this even legal? Why do they write something like this into the Bermuda Convention?" She asked as she looked up to the Union lawmaker, secretary, and chief executive. "This is unbelievable! "She said. "He will execute all the criminals which are against the human laws and even the international ones!"

"Union Emergency Clause, Subsection 232 of 3562fr, i. All Union laws, mandates, sanctions, and economic agreements shall be temporarily suspended for the declaring nation. ii. This provision allows for rapid internal stabilization and suspension of foreign judicial burdens, enabling the nation to act unilaterally without Union interference." One of the lawmakers said as he looked up but Krüger's reaction wasn't that good, more like she just got more furious about it.

"Overrule it and sanction them!" She shouted again as she looked at him.

"i. During the full duration of the declared National Emergency, the Union shall have no legal right to enter, sanction, or impose its laws, regulations, or institutions upon the sovereign territory of the emergency-declaring nation. This includes but is not limited to, economic sanctions, military inspections, trade restrictions, political condemnations, or international tribunals. This clause shall stand regardless of internal policy actions taken during the emergency, unless those actions result in permanent violation of international law after the emergency ends."

"Stop reading that shit for me!" She threw a pencil at the lawmaker, she was so furious that could contain herself. "This is human rights, international law that was signed by the Union members, by the whole fucking world even that fucking dictator signed it!"

"Have you even read the Bermuda Convention?" The vice president asked as he sat up and looked at her. "William played it out well and played it out in a way that we never thought of."

"What do you mean? It is against international laws!" She shouted again, and well it technically was against the international and human laws, but the Bermuda Convention is something that overrides all of it.

"No, it isn't." He said and looked down on the paper in front of him. "b. Lifting of International Law Obligations, If a terrorist attack occurs on national soil, or if the national intelligence community confirms a credible and imminent threat from an organized terrorist group, then, all international legal obligations, including those under humanitarian, refugee, and wartime conventions, shall be temporarily lifted for the duration of the emergency. The nation may take any and all necessary actions to protect civilian populations, restore control, and eliminate hostile threats without concern for prior multilateral legal restrictions. This clause recognizes that during moments of existential threat, the survival and security of the civilian population shall take precedence over technical compliance with peacetime international law." He looked up to her once again. "The Bermuda Convention is overwriting everything because it is the most powerful piece of paper that has been ever signed by all the nations." He said as he looked up at her.

"When was it created and… signed?" She asked, suiting from the stress in her.

"After the Second World War." The vice president said.

"So." She paced back and forth. "Decades ago they wrote a convention after the war that killed millions, and they wrote in it a segment that literally does what?" She looked up at him. "Gives absolute power to the hands of the leader of the country?"

"In short, yes, but it does so to eliminate terrorists or groups that may have overtaken the government or do—"

"Just stop Liam." She said as she closed her eyes. "When was the last modification of the Bermuda Convention?"

"When the Union was made and finalized its core laws." He said, and well, it was clear that whoever made the modification to the Bermuda Convention was a fucking genius… with it he just overruled not only the Union but the international laws as well.

The point was to never let a group rise to power like terrorist or extremist groups. That's why the law was created. In other words, it's not just meant to help the nation in a literal emergency, it can also do something else… it can help the corrupt steal the entire country. Because the purpose of the law is to give the country and its leader total freedom. But when they wrote it, they didn't fully think it through. The only thing they wanted to prevent was a group rising and taking over the government and with this section, they can kill them off before they even act.

"So they wrote a rule to overtake the whole country for how many days?"

"For…" Liam looked down. "160 days."

"What happens after that?"

Liam looked down again at the paper. "If the Head of State fails to relinquish extraordinary powers beyond this period, and continues to rule unilaterally, it shall be considered a forcible internal coup, thereby triggering automatic Union intervention under Article 1121a of the Charter for Democratic Continuity." Liam read it out, but the thing was it wasn't just this law that fucked them up but there was another one too… which was on another level.

"So if our William ends it we can't prosecute him because of what he did." She said as she sat back down.

"Not just that, but there is another law that connects to this." Liam said once again and looked at one of the lawmakers. "Read it out."

"Article 4253, Human Sovereignty Clause. After a National Emergency ends, if at least 80% of the nation's eligible voters approve in a national referendum to keep any laws enacted during the emergency, those laws become permanent. 1. Such laws require no approval or authorization from the Union, as they reflect the will of the nation's people, not just the government. 2. The referendum must be free, fair, and transparent, ensuring genuine civilian choice. 3. This Article upholds the right of the people to self-determination over their laws after extraordinary circumstances."

"What…?"

"Yeah, if they vote for it the public execution will stay and we can't do anything to them, no sanction, nothing because it is the people who voted for it, just like every law they want to keep and William knew it too, that's why he declared it so suddenly."

She almost blew up hearing it, like there was no way because if that's true the Union made no sense to exist, like its laws, what is it even meant if they can do it.

"But why are we even talking about this?" One of the chief executives asked. "I mean their vice president got assassinated so it is their right to declare a national emergency." He asked because it made sense like why they are even stressing about something like this.

"Because they were given 240 billion dollar fund from us, and they gave into the Union only 70 billion, not just that they never showed one fucking receipt about where they spent the money, that country is corruption so, and all with this bullshit." She gestured at the paper. "They can hide every trace from us, even build up projects in 160 days and say look there is where the money went and it's still under construction, fuck!"

Yeah, it was true billions upon billions arrived and where it went… who knows, but not for the economy or making the country better, that for sure.

"Maybe they will actually turn out to be good." Liam said again and turned to the television. "What we can do now is just watch, so let's do exactly that."

"You can but I am going to the International Court." She said and with that she went out of the office, while everybody else just stayed and turned to the television as the the next speaker came to the podium who was Thomas, the known figure in the Union as he actually helped them once or twice with some things but moreover he was the one they actually feared him a bit… because he held a files and documents in his hand that he could use against the Union and against many countries.

But at the moment what he had on his mind was what the others did before him, they all said William's name in their speech… and it's not in there so he knew it was time to actually say out loud that with the authority of him, they do what they do… yeah if shit goes bad William's name would be out too.
