"After the Blood Eagle Pirates were sieged, the warship was suddenly attacked."
"Major General Simmons was wiped out, hundreds of soldiers killed, and the Devil Fruit was stolen!"
Konggu Kong's eyes lingered on the intelligence report, his face increasingly grim.
While warships being attacked wasn't unheard of, such incidents were rare. In the cruel New World, such things occasionally happened, but if they occurred in the North Sea, they demanded Konggu's attention.
As everyone knows, the Four Seas may have numerous pirates, but most are small-time criminals. The powerful pirates set their sights on the Grand Line or the perilous New World. Therefore, it was nearly impossible to find any significant pirates in the relatively weak Four Seas.
And when a Rear Admiral was wiped out the moment the Den Den Mushi was connected, it was clear that the one responsible was stronger than a Vice Admiral. This individual's power posed a significant threat to the stability of the North Sea.
This is exactly what Konggu feared.
Ever since Roger's surrender in Rogue Town years ago, the Age of Exploration had begun to stir. The New World, teeming with pirates, had become a battleground for the throne. With the inability to suppress the pirates in that region, the Navy Headquarters had shifted focus to the first half of the Grand Line.
For the higher-ups of the Navy, crushing any pirate threat before it grew was a priority. Especially in the Four Seas, where any disturbance to the order of the sea couldn't be tolerated.
"With the strength of a Vice Admiral or even stronger, how could such a person appear out of nowhere?" Konggu muttered, perplexed, as he picked up a cigar from the table and began to frown.
Just then, a knock echoed from outside the office.
Knock, knock, knock...
"Come in."
Kong didn't even look up, his gaze still fixed on the intelligence.
"Marshal Kong, I heard something happened in the North Sea?" A calm, measured voice interrupted his thoughts. The speaker, though older, carried himself with a distinct authority.
It was Vice Admiral Tsuru, the Navy's Chief of Staff.
"Vice Admiral Tsuru, you're here. It seems this news has spread quickly." Konggu looked up briefly and gestured for Tsuru to sit.
"Indeed, a strong man appearing out of nowhere is quite a headache." Tsuru settled into the chair, picked up a cup of coffee from the table, and took a slow sip. "But today's coffee seems a bit bitter," he remarked, raising his brows.
Ignoring Tsuru's comment, Konggu leaned forward slightly. "What do you think about this situation?"
"I believe any sign of evil must be eliminated at the root!" Vice Admiral Tsuru responded without hesitation.
"Do you think we should send someone to the North Sea?" Konggu raised an eyebrow, clearly considering the implications.
"Absolutely. Since Roger surrendered, the order of the sea has been increasingly unstable. We must strike fear into others, ensuring that no one threatens the stability of the Four Seas!" Tsuru's voice rose slightly, emphasizing the gravity of the situation.
"But with the three Admirals in the New World, who should we send?" Konggu exhaled a few smoke rings, his expression thoughtful yet conflicted.
"As far as I know, besides the three Admirals in the New World, Kizaru and Aokiji are also on missions. Among the remaining forces, only Ghost Spider can be relied upon," Tsuru explained.
"Ghost Spider?" Konggu's eyes lit up, then he nodded in agreement. "If we send him to the North Sea, it would certainly be reassuring."
Although not as renowned as Akainu or Kizaru, Ghost Spider's strength was formidable.
More importantly, Ghost Spider was a staunch believer in absolute justice, willing to eradicate anything deemed "evil" at any cost. He was a relentless figure within the Navy.
Sending Ghost Spider to the North Sea was indeed the best choice.
"Then it's settled. Send Ghost Spider to the North Sea. I hope he doesn't disappoint us," Konggu said after a moment of deliberation.
"By the way, where is Garp?" Konggu asked, his expression softening slightly.
"He's on vacation. I believe he's returned to Windmill Village in the East Blue," Vice Admiral Tsuru answered with a slight smile.
"Although Garp has always been a bit unreliable, it would have been great if he were here. With his iron fists alone, no evil could stand against him," Konggu sighed, acknowledging Garp's abilities.
"Since Roger's surrender, Garp's spirit isn't as strong as it once was," Tsuru said with a touch of regret.
"Regardless, the stability of the sea must be maintained. The top priority is to keep an eye on the situation in the New World," Konggu concluded, rising from his seat and staring out at the vast sea.
"The pirates in the New World are fighting fiercely for the throne. I don't believe this situation will last for long. Soon, the Pirate King will rise," Konggu said, his gaze intense.
"And that is the most frightening prospect."
On the other side,
Leon, far away in the North Sea, remained unaware of the high-level Navy discussions.
After destroying the warship and taking the Devil Fruit, he and Uchiha Madara quickly left the area.
Using the Wood Style ninjutsu inherited from Madara, Leon crafted a wooden boat to navigate the vast ocean.
"System, what are the requirements for summoning the next villain boss?" Leon steered the boat while focusing on the system.
Having already summoned a god-level boss like Uchiha Madara, Leon was eager to know what was needed for the next summons.

The system's reply came quickly.
"Villain reputation?" Leon didn't quite understand. "Does the Navy's bounty count?"
"The bounty amount will be automatically converted into villain reputation," the system answered, clarifying things for Leon.
"It seems that if I want to increase my reputation, I'll need to stand completely against the Navy—and even the World Government!" Leon realized that to summon more powerful crew members, he would have to tread further down the villain's path.
"Can energy consumables be substituted by Devil Fruits?" Leon asked eagerly.
"Yes," the system replied again.
"Just as I thought! I'll have to collect more Devil Fruits!" Leon said, feeling a sense of resolve.
With the conditions for summoning a villain boss now clear, Leon felt more confident about his next steps.
