After confirming the shipbuilding arrangements, Alucard turned around, only to find that Roger Pirates crew, who should have been nearby, had vanished.

At this moment, the Roger Pirates had just arrived. Two battleships, adorned with the World Government's five-circle emblem, stood prominently. Several figures in white suits and strange masks descended from the ships, flanked by a retinue of black-suited agents.
Since the North Coast was Water 7's primary port, it was usually bustling with people. Upon hearing that World Government ships had arrived, many couldn't resist their curiosity and flocked to witness the spectacle.
The Roger Pirates, meanwhile, concealed themselves within the crowd, observing carefully.
Even powerful pirate crews instinctively fled upon seeing the Marines, let alone the World Government. Even a rough leader like Roger knew that this was not the time to show their faces; they should observe the situation thoroughly. Moreover, their ship wasn't even built yet.

Rayleigh first warned the other members of the Roger Pirates around them, then turned to Roger. "Roger, your Observation Haki is almost unrivaled in the world. "Secure the surrounding waters, monitor all outgoing ships. You can ignore other pirates, the primary target is Alucard." A CP0 agent issued orders to the government agents under them. Roger heard their words, not missing a single detail.

"Alucard?" Shanks looked confused, then asked, "Rayleigh-san, what should we do?"
"Mind your own business," Rayleigh said with a smile. "While I usually don't mind a big fight with those government bastards, our ship is still waiting to be built. For now, let's keep a low profile."
"Can I watch? See what happens between the government and that immortal monster?" Shanks asked with a grin.
This time, it wasn't Rayleigh who spoke, but Roger. "Hahaha, perfect, I want to watch too. You want to come along, Buggy?"
"No, no, no, I don't want to get involved, Captain Roger," Buggy quickly waved his hands, refusing.
While the Roger Pirates were talking, the CP0 agents had already begun to move. Aside from those securing the nearby waters, more agents started searching the town for Alucard, including the three highest-ranking CP0 executive officers, clad in white with silver masks.
"CP0..." Alucard stood on the roof of a tall building, observing the commotion below. Their attire was simply too conspicuous, causing him to recognize them at a glance.
