Above the Apex of the Citadel, the United World Government's crown resided. Inside was the Authority, the myth-like figure who had built the country from the ground up. He was considered to many as a legend of legends, the one who tamed the dragoness, the Dragon Layer.
Since its inception a few years ago, the United World Government had been governed democratically by the chosen Prime Minister of the World Government. However, for the first time subsequent to its creation, the Authority had taken the helm of the nation.
And what came after was the dawn of war.
In the latest conference within the capital city of Dawn, the Authority, after a ten-minute speech, announced the declaration of war against a hostile neighboring country, the Colonial Dominion of Mavors. Citing the reasons of gathering armies near the border for invasion, the United Military launched an preemptive attack.
It wasn't decided without deep considerations from the higher echelons of the United Military. Utilizing a first-strike policy wasn't the first for the United Military as its predecessor, the United Navy had done the same. The reason why it was authorized was merely because of the threat the colonial dominion posed.
The massive gathering of military assets near the sea border didn't go unnoticed to the peering eyes and ears of the intelligence agencies. The word of an invasion spanning the alliance of several colonial dominions quickly spread and was confirmed a day after.
In truth, the United World Government wasn't only fighting against a single colonial dominion, but fighting all of the dominions within the Ferus Sea. It was an attempt to erase them from the region and retaking back the connection between the Europa Continent and the Ferus Sea.
There was also the troublesome issue that resided within the Frontier. The World Government wasn't merely clashing against the colonial dominions of humanity, they were also standing against the ancient kingdoms of the Frontier. These kingdoms were governed by the Revolting Tide, which laid greater influence than the World Government in the following uncontrolled sea region.
After the defeating the armies and naval fleets of the colonial dominions, the war machine of the United Military would lay its gaze upon the Frontier and its ancient kingdoms. Although these nations were dominated by beastfolks, the web of slavery continued to entangle these nations.
The United World Government would do the same to the beastfolks as they did to the humans who practiced such disgusting business ventures. But for them to do so, controlling the sea region of Mavors was a must, giving them a direct, sea-route to the Frontier. Perhaps the ancient kingdoms feared such a possibility as they had been sending pirates to the sea region of Terra.
Nevertheless, the World Government would stand against the injustices of the world. For in its eyes, all sapient beings were equal regardless of their species and birth. The moment promises were broken, ideals were betrayed, the hammer of Unity shall befall to the transgressors.
It was for this reason why the State of Minos had dissolved, becoming a true part of the United World Government. The island of Servusarator had become a part of the member cities within the World Government, further accelerating its recovery from the war against rebellion that had taken place a few months ago.
Only two states remained within the United World Government, these were the World Government and the State of Pelagus. The southern island remained an outsider as it was riddled with warlords, terrorists, and corrupt politicians alike. Even the official government was barebones, with an army barely rivalling the forces of the warlords.
The United World Government could enter the island and cleanse it with fire. But it didn't find the need to do so since no practices of slavery, sapient trafficking, and terror activities directed towards the World Government were detected. It was merely a lawless land that the nation had no part of.
Although, it wasn't to say that the southern island had been completely lost. Talented individuals were immigrating towards the United World Government for a better future, settling in Dawn City for a second life. These individuals had been thoroughly checked, though there were times when the spoken immigrants were connected to the warlords, colluding to them in secret.
These people were deported back to the southern island, akin to dogs returning to their owners. It was a fate deserving to them. Federal punishment was not needed as the fact that they wouldn't be able to experience a peaceful modern life would be enough of a retribution.
But criminals were punished and sent to prisons near the southern island. It wasn't to say that the United World Government was lenient to wrongdoings. Deportation was merely enough for those kind of people.
At any rate, Abraham calmly lounged above a comfortable and luxurious chair, observing the Foundation through the reinforced windows of his office. The actual capital city had grown far larger than ever before, its population now rivalling the overpopulated metropolis, Dawn City.
It had grown far more expansive than before in a secretive manner that was managed through the assistance of the artificial island cities which provided the population required for the new capital city of the Citadel. Its name hadn't been official yet as it resides under the installation, however, following its revelation in the future would come about the dawn of its name.

Anyhow, as Abraham observed the growing capital city below, the metallic doors of the elevator softly slid open, revealing an intelligence officer holding several files above her arm. She stepped forward into the office and nodded at the Authority before placing the files onto his table.
She then straightened her back and saluted to Abraham, calmly reporting to him what the files were.
"Sir, the Citadel has received the reports from the first-strike operation. It was a success, and the combined-offensive fleet has successfully damaged the naval fleets of the colonial dominions in their assault." Her words resounded in the office, with a tinge of pride.
The firepower held by the Spear of Longinus wasn't to be underestimated. It might have contained most of the naval power within the United Military, which were enough to level islands that had proven itself to be dangerous to the United World Government as a whole.
'The Spear of Longinus won, huh? That is to be expected. In that combined-offensive fleet is most of our power, their victory wasn't as natural as the sun rising from the east. However, I would like to question whether or not the first-strike operation was worth it.'
Abraham narrowed his gaze, staring at the files on his table. The more time passed for the United World Government, the more he realized how lacking they were in firepower. While there were superweapons developed by the World Government, what he wanted was more than wonder weapons of technology.
He wanted the United Military to be powerful, to be able to stand alone even against the powerhouses of this world such as the Magus Tower of humanity. It was for this reason why he had spearheaded the development of various military technologies. Although, nonetheless, they remained unproven in warfare. Their effectiveness and reliability continued to be in question.
Opening the file, Abraham read through the header, noticing two words.
War Report.
It was a detailed summary of the operation that the combined-offensive fleet, Spear of Longinus, had undertaken. Anyway, reading through several lines, the fleet skid along the sea borders of the colonial dominion and launched their assault after confirmation through reconnaissance drones.
The assault was a barrage of the entire armed armada, though the effectiveness was observed through the live feed of the reconnaissance drones. From the video, it seemed that the naval fleets of the colonial dominion heavily utilized runic shields. They must have realized that UWG's arsenal become less effective against shielding.
Weapons that would thoroughly disable shielding was currently in development, though its creation was questioned. The Magus Tower could theoretically make the same anti-shielding technology, but they had no reason to do so. No one was specifically targeting their runic shields.
However, if the United World Government does develop an anti-shielding arsenal, it might kickstart an arms race between the World Government and the Magus Tower. The United Military utilized the same shielding techniques as the tower, so they would be shooting themselves at the foot if they developed an anti-shielding technology that would force the adversary to build one as well.
But that was the price of developing military technology. Even though it was dangerous and highly volatile, it had to be done to ensure that the country continues to be superior in terms of technology against the foreign neighbors.
"Perhaps, we should utilize strategies that would overcome the runic shielding of the naval fleets without relying too much in the development of the new anti-technology. I guess this should be the directive for now. We must improve our tactics against shielding adversaries."
"Yet... We still need to introduce the newly-developed arms to the United Military. But we can't test their effectiveness to the vast military complex of the World Government. We can try testing them in different scenarios, but these combined military technologies perform better when united."
"It seems that I would have to make a new one, huh? A military organization that specifically tests the newest technologies of the R&D Department in the battlefield. Akin to alpha or beta testers," Abraham mumbled and opened another file below the war report. His gaze laid upon it as the edges of his lips slowly curled up.
