The Raikage, A, stood and voiced his support.
Although Kumogakure's jinchūriki hadn't been directly threatened, their longstanding rivalry with Konoha made this an ideal opportunity to strike. If they could take a piece out of Konoha, all the better.
With the Tsuchikage and Raikage taking a stand, and Chiyo—a senior figure from Sunagakure—also supporting the motion, the smaller villages' representatives had no objections.
The only one yet to express an opinion was the Mizukage, Mei Terumī. After a moment's deliberation, she nodded.
Though Kirigakure had just emerged from internal strife and was still recovering, they couldn't afford to stay out of this. The prior Mizukage's manipulation by the Uchiha required an explanation from Konoha. Furthermore, their jinchūriki situation was precarious, with one deceased and the other a rogue ninja. Refusing to cooperate now would leave them isolated if Konoha sought revenge later.
As the sound of pens signing echoed through the tent, the shinobi summit, led by the Tsuchikage, reached its conclusion.
After the meeting, the leaders of the villages departed, returning home to plan their mobilization.
Once the area was completely silent, two figures emerged from the shadows.
"Not bad, Zetsu. You handled this well. Even a shinobi coalition has been formed because of your manipulations."
The masked Uchiha Obito spoke in a low voice.
"Once this so-called coalition clashes with Konoha, we can seize the opportunity to collect the Tailed Beasts!"
Zetsu let out a sinister chuckle.
"You should add more fuel to the fire. We need this war to erupt faster and grow even more chaotic."
"How about having the White Zetsus disguise themselves as Konoha shinobi and cause destruction in these villages?"
"Agreed."
As the murmurs faded, the two figures disappeared into the shadows once more.
At a training ground in Konoha, two figures were locked in an intense sparring session.
"Naruto, watch out!"
With Gaara's warning, an endless stream of sand erupted from the gourd on his back, quickly covering the entire battleground.
"Ha! Rasengan!"
Naruto formed a glowing sphere in his hand, the signature technique taught to him by the Pervy Sage.
Interestingly, ever since his last encounter with the Hokage, Naruto felt it had become easier to use ninjutsu.
The Rasengan collided with the sand shield, bringing their bout to a temporary halt.
"Naruto, you're still the same—always relying on that Rasengan…" Gaara's face was as stoic as ever as he spoke.
However, compared to his past self, his demeanor had changed drastically.
After staying in Konoha, Gaara no longer faced prejudice and had companions like Naruto and Sasuke—both comrades and rivals. It was far better than his life in Sunagakure.
Speaking of Sasuke, Gaara glanced at the Uchiha sitting nearby, watching the sparring match. Lately, Sasuke's condition had been troubling.
Ever since his encounter with the man claiming to be his brother, Sasuke had become indifferent to everything, occasionally muttering cryptic remarks.
"Tch, and you're any different? Always playing with sand," Naruto retorted with a pout.
But when he glanced at Sasuke, his eyes were filled with concern.
"I wonder when Sasuke will get back to normal…"
In the Hokage's office, several figures surrounded Tobirama Senju as Shikaku Nara reported the latest updates.
"Hokage-sama, we've received a report from our agents in the field.
"Several days ago, Onoki secretly convened a shinobi summit. The main agenda was forming a coalition to counter Konoha and your actions in collecting the Tailed Beasts."
Shikaku held a classified document and read its contents aloud.
"I expected as much," Tobirama replied, nodding. He had suspected the other villages might unite, but it was surprising that Onoki had even included the smaller ones. They were clearly serious about taking Konoha down.
Perhaps Tobirama's actions in collecting the Tailed Beasts had reminded them of the era of Hashirama Senju, when Konoha had unrivaled dominance. They feared returning to those days.
"If they don't act now, they know they'll lose any chance to resist when Konoha grows stronger and picks them off one by one."
"The Fourth Shinobi World War could break out at any moment. Have all Konoha divisions prepare for war," Tobirama ordered after a brief pause.
"Understood." Shikaku nodded but didn't leave immediately. Instead, he continued, "There's another matter, Hokage-sama.
"Yesterday, a group impersonating Konoha shinobi launched an attack on Iwagakure, destroying several buildings before retreating before the Iwa-nin could respond. Onoki is furious."
After a moment of thought, Tobirama reached a conclusion. "The Akatsuki. They're framing us. Next, they'll target all the villages involved in that summit to escalate tensions and drive the war forward faster."
"Despicable!" Shikaku frowned deeply.
"If they're so eager to see us fight, I'll oblige them. There's no need to wait for the coalition to fully form. Konoha will declare war on them now!" Tobirama decided firmly.
