This chapter is probably set at least a few days to a week after that meeting in the office. (I remember it's about one week after Danzo's execution.) It's plausible, since ninjutsu likely makes things like construction a lot easier.
Also, Hashirama is here, so he most likely helped a lot with the building using his bloodline (Wood Release).
