Last night, he ran out to fool around all night, but he was called into a meeting before he could catch up on his sleep. Jiraiya looked listless, and his white hair was very messy.

"I feel that something is off. Even if Sand Shinobi Village is eager to make a move, there's no reason to escalate provocations so dramatically."
"This wasn't just one or two provocations—it's happened repeatedly. How can we still call this a misunderstanding?"
Koharu was clearly displeased with Tsunade's words.
In her view, Sand Shinobi Village's actions were a deliberate attempt to incite a war between the two villages.
Is this old woman in a bad mood today?
Either way, Koharu seemed ready for a fight.
Tsunade frowned, preparing to retort.
Sensing the growing tension, Akamichi, who was caught in the middle, quickly interjected:
"I think Tsunade has a point, but regardless, it's Sand Shinobi Village at fault. They caused all the conflicts. We must prepare for the possibility of war."
"You're right."
Tsunade thought for a moment, nodded, and said nothing more.
Regardless of any suspicions, the village needed to prepare for every possibility, including war.
Sand Shinobi Village had crossed a line, and Konoha couldn't afford to tolerate it.
Konoha wouldn't initiate conflict, but they also wouldn't tolerate being provoked or humiliated.
At this moment, Konoha had to show strength.
They would not repeat the humiliating concessions made after the Third Ninja War.

The Third Hokage, seated at the front, coughed and put down his pipe: "Both Tsunade and Koharu's analyses are valid, but Akamichi is correct about one thing: the village must be ready for anything."
"Everyone, war may break out at any moment. All departments should prepare for the worst-case scenario. Whether this is a misunderstanding or escalating provocation depends entirely on Sand Shinobi Village's next moves."
If it turned out to be a misunderstanding, Sand Shinobi Village would likely hold back. If Konoha displayed a certain level of patience, tensions could stabilize.
But if Sand Shinobi Village continued sending troops into the Land of Rain, it wouldn't matter who was right or wrong.
That would mean war between the villages was inevitable.
"The Jōnin corps should prepare a squad of ninjas, including sufficient medical personnel, to deploy to the Land of Rain if necessary."
"The medical and logistics departments should coordinate closely."
War isn't something that can just happen spontaneously. There needs to be advance planning, including personnel, recruitment, and logistical supplies. They must be ready in advance rather than scrambling after conflict erupts.
It's no good realizing you need a toilet only when you have a stomach ache.
"The logistics department will make all necessary preparations," Mito Menyan confirmed.
The Third Hokage glanced at Akamichi, who lowered his head, muttering, "Don't look at me, don't ask me."
"The Medical Department will also prepare supplies and can dispatch medical ninjas to the Land of Rain as needed," Tsunade declared.
Technically, Akamichi Tifu headed the medical department, but Tsunade was the one with real influence. Tifu was a figurehead, while Tsunade wielded actual authority.
"Would Lady Tsunade herself be willing to go?" asked Sarutobi Matsuda, head of the Jōnin corps.
If war broke out, a skilled medical ninja would be needed at the front lines. Tsunade, with her expertise, was the perfect candidate.
Anyone familiar with Sand Shinobi Village knew their puppet ninjas were masters of poison. Without a competent medical ninja, Konoha's losses would be severe.
"I..." Tsunade hesitated. "I can't give you an answer right now. I'll decide before the reinforcements are sent."
Is Tsunade unwilling to go to the front lines?
Sarutobi Matsuda glanced at the Third Hokage, who stepped in: "Tsunade, if war does break out, I hope you'll be willing to lead at the front."
"I'll think about it," Tsunade replied, unwilling to give a definite answer. She wanted to discuss it with Shigeru first.
If Shigeru hadn't warned her, she would have likely agreed to go to the front immediately.
The meeting ended soon after. Tsunade left Akamichi in charge of preparing medical supplies and returned home.
Once back, she told Shigeru about the meeting.
Shigeru listened and pondered. "It seems odd for the conflict to escalate so dramatically. Could someone be deliberately manipulating things to pit the villages against each other?"
"I thought of that too," Tsunade agreed. "But Akamichi made a good point. Regardless of the cause, we must be prepared."
Tsunade had considered Shigeru's suggestion, as had most of those in the meeting, though Tsunade was the only one to voice it openly.
Jiraiya, unwilling to bicker with Koharu, had chosen to stay quiet.
Tsunade took the lead, keeping her suspicions to herself.
"But if someone is behind this, who could it be?" Tsunade wondered. "Iwa Ninja Village? Rain Shinobi Village?"
"Both are possible suspects," Shigeru replied. "But I lean toward Rain Shinobi Village."
Between Iwa and Rain, Shigeru felt Rain Shinobi Village seemed more likely.
After all, Hanzo of the Salamander wasn't known for being easygoing. Otherwise, he wouldn't have declared war against Konoha, Sand, and Iwa when the previous conflict erupted.
