"Five Elders? Hey, is this so serious? Will they all come together? Even Rocks didn't have that kind of feat, right?"

Aokiji's voice sounded shocked and confused. Although he had expected the World Government to fight the Straw Hats, he didn't expect it to be so fast.

Five Elders were top of the hierarchy of power in the World Government. So, it didn't make sense for them to come out for the Straw Hats.

Especially all five of them.

Sengoku continued.

"Although I am not one hundred percent sure, it has something to do with his Devil Fruit. But this also means he is no longer our problem. We don't have to concern ourselves with his presence in the war."

"Our goal for this war is Whitebeard. Only by killing Whitebeard can we establish the Marines' majesty and shake the foundation of the Emperors."

Hearing that, Aokiji said.

"Even if you say that, I don't think we can stay out of the battle, especially if we are going to face the Straw Hat Crew and the Whitebeard Crew at the same time."

Tsuru spoke.

"You are right, Kuzan. But not all Straw Hats are strong enough to face an Admiral. Only Luffy and Liam have that power. Even Zoro and Sanji are not strong enough to defeat an Admiral."

"I feel like they will make another improvement before the war. So, we must be cautious about their presence in this war."

Hearing that, one of the Vice Admirals rebuked.

"But, there are only four days before the war starts. How can they improve their strength within such a short time?"

Sengoku slapped the table and said.

"We will not underestimate Straw Hats ever again. Because of our underestimation, we have two of our Admirals in the medical bay. So, do not underestimate them."

"Do not think of them like us. We have gone through hundreds of battles before we achieved this result. Some of you have not even made any progress within decades."

"But there are still people who have reached the very high stage within just a few years. Straw Hat Luffy is only seventeen, while Liam is only nineteen. More importantly, we have found Liam's identity."

"He was the son of a small businessman who lost his parents quite early. There was no record of his training or fame in our archives. At least, with Straw Hat Luffy, we have an estimation of his strength before he became a pirate."

"We don't even have that with Liam. That means he has reached the strength of an Emperor within just five months."

Everyone in the room gasped heavily. Because they didn't expect such a thing. After all, five months wasn't a long time.

People like Garp spent months and years just to hone their strength and achieve their status.

So, it almost didn't make sense.

At this moment, Sengoku calmed down and said.

"Though we do have a preliminary guess of his growth. Recently, we found out about Rob Lucci's body. He wasn't dead, but his condition was no different than a dead person."

"And, from what we learned about his Devil Fruit, I believe he can use some kind of betting system to increase his strength. I am not sure how he uses the bet to absorb's other strength."

"But, it might be the reason behind his astonishing growth. That's why I don't want to underestimate him. We have no idea how much he can grow. Of course, we can't forget Straw Hat Luffy."

"He is even younger than his Vice Captain, has more strength than his Vice Captain, and hasn't even gone through formal training. He didn't use cruel methods like Liam."

"In other words, everything he had achieved was through his talent. Considering he is the son of Dragon and grandson of Garp, we don't feel surprised about his strength."

"But we must be cautious about his age. That's why you must never underestimate Straw Hats."

Hearing that, Garp almost wanted to laugh out loud, but then he realized the solemn atmosphere of the room and kept his mouth shut.

But his lips couldn't stop moving upward.

After all, he was certainly proud of his grandson. His grandson achieved a similar level of strength that he had to work hard for almost thirty years to achieve.

Garp clenched his fist underneath the table and stood up.

He walked up to the door and said.

"Don't worry, Sengoku! I am the Marine Hero."

After saying that, he closed the door with a bang and left.

Seeing this, Sengoku sighed a breath of relief.

Since Garp used that title, it meant Garp would not betray the marines even if this person were his grandson.

He knew Garp understood the importance of his title more than anyone else in this world. If he betrayed the Marines, there would be no future for the Marines.

Because nobody would believe in Marines.

It was a tough decision, but he was glad to have Garp by his side. Garp wasn't just his trump card against the Whitebeard Pirates, but also a trump card against the World Government.

He knew the World Government didn't care much about his decision, but if both Garp and he settled on something, even the World Government had to consider their decision.

That's the weight of Garp's status.

"Tsuru, I want you to contact Vegapunk and ask him to send as many Pacifista as he has. They are necessary for this war."

"We also need to call back Vice Admirals Gion and Tokikake. Their strength has reached closer to that of an Admiral. Originally, they were supposed to be stationed in the New World."

"But now, we can't worry about the New World. We just need to concentrate on winning this war. Whitebeard and Portgas D Ace must die."

Aokiji released a deep breath and said.

"I am not sure about Whitebeard, but Ace will be hard to kill. Unless we kill him just after starting the war. Otherwise, many factors can affect his survival rate."

Sengoku nodded his head and said.

"I know what you are trying to say. Straw Hats's only concern for this war is Ace. They will do whatever they can to keep Ace alive. But, that's exactly why we can't kill him fast."

"Remember, while Ace is our primary concern, Whitebeard is still the most important target. Without his head, we can't win this war. So, we must kill as many Whitebeard Pirates as we can."

"With his sons on the battlefield, Whitebeard won't be able to go all out from the start. We need to take advantage of that and kill as many Whitebeard Pirates as we can."

"If Straw Hats don't attack us first, this is the best strategy. Because then, we can send any Marine soldiers below the rank of Captain to the back after the arrival of the Straw Hats and Five Elders.

"In case the situation is opposite, we just have to keep Ace for as long as we can. Because the Five Elders won't just focus on the Straw Hats. Their presence will also intimidate Whitebeard Pirates."

The Vice Admirals nodded and left the meeting.

After they left, Sengoku turned towards Tsuru and asked.

"How about the Warlords? How many of them have arrived?"

"Right now, Doflamingo, Hawkeye, and Blackbeard have arrived. We are still missing Moria and Crocodile. You already know their fate. As for Kuma, we do have some ideas."

"It hasn't been confirmed yet."

"Kuma is with the Straw Hats."

Aokiji spoke.

Sengoku gave him a confused look and asked.

"How did you know?"

"Vegapunk told me." Aokiji replied.

Sengoku clenched his fist and said.

"It seems like we can't count much on Warlords. Anyway, Pirate Empress Boya Hancock hasn't arrived yet. We are not even sure if she will join."

Hearing that, Tsuru said.

"Then, send a warning to her. If she doesn't participate in this battle, she will lose her Warlord title. With Vegapunk's new project, we won't need them in the future."
