As soon as Sengoku finished speaking, the conference room fell into silence.
Dealing with the newly emerged 'Yoru' organization wasn't going to be an easy task.
We're in the open while they remain in the shadows. Whether we find them or not depends entirely on their actions.
If they choose to stay hidden, there's no way to trace them. It's like being led by the nose, with no leads to follow.
Vice Admiral Tsuru said, "To take down this 'Yoru' organization, we first need to understand its goals."
"Only by determining their intentions can we make a move against them."
Aokiji added, "So far, they've acted twice—first, by killing Crocodile, one of the Seven Warlords of the Sea, and then by taking out an intelligence agency under the Celestial Dragons."
"It's hard to discern their true objectives from these actions."
Garp, sitting nearby and picking his nose, casually said, "What other motive could there be? I think they're just trying to maintain peace on the seas."
"After all, Crocodile and that agency were no good. It's good that they're gone!"
Sengoku looked at Garp, clearly frustrated, and reminded him, "Vice Admiral Garp, we're in a high-level meeting right now. Please mind your words and actions!"
"Besides, whether it's taking down Crocodile or that agency, it's still a violation of the World Government's laws. This isn't true justice."
"Bah!" Garp pulled out a stack of doughnuts and started eating them, clearly unconcerned with what Sengoku had to say.
In Garp's eyes, even if the 'Yoru' organization was no good, they were still better than Crocodile and that agency.
If it weren't for his position, Garp would have dealt with Crocodile himself after learning about the crimes he committed in the Kingdom of Alabasta.
Byakuya, meanwhile, was stunned as he looked at Garp. Holy crap, did he really guess the 'Yoru' organization's motives so easily?
This old man nailed it in one go. However, Byakuya didn't worry about anyone noticing his reaction.
Most of the other Marine Vice Admirals had similar expressions, some even more exaggerated than his own.
Sengoku was deeply regretting letting Garp attend this meeting.
Garp hadn't contributed anything useful, had said a lot of nonsense, and was now delaying the meeting while potentially causing further disruptions.
At that moment, Sengoku's gaze fell on Byakuya, who had just entered the room.
If Byakuya hadn't been delayed on the way back, Sengoku would have definitely wanted him in this meeting from the start.
So when the guard mentioned Byakuya at the door, Sengoku had no hesitation in letting him in.
Sengoku still believed that Byakuya had something unique to offer, perhaps even something that could bring surprises.
With that in mind, Sengoku asked Byakuya, "Byakuya, what's your take on the 'Yoru' organization's true objectives?"
Surprised, Byakuya replied, "Huh? My take?" Isn't my true objective the same as what Vice Admiral Garp just said?
But seeing that everyone was now looking at him, Byakuya cleared his throat and, feigning deep thought, said,
"Honestly, I don't know much about the 'Yoru' organization—only bits and pieces from the newspapers."
"However, I've noticed that their actions seem to be solely against the World Government, without affecting us Marines directly."
"So perhaps we should focus more on the issues that are truly ours to solve."
Byakuya's words immediately grabbed everyone's attention, especially his distinction between the World Government and the Marines.
It made everyone curious about what he would say next.
Sengoku, intrigued, asked, "When you said we should focus on the issues that are truly ours, what did you mean?"
Byakuya responded confidently, "It's simple. The main duty of the Marines is to maintain peace on the seas and fight against pirates."
"But right now, pirates like Crocodile, who have committed countless atrocities, are recognized by the World Government."
"These pirates are granted the legal right to plunder as long as they turn over a portion of their loot."
"When facing the Seven Warlords of the Sea, we Marines have no authority to take action during their raids."
"The existence of the Seven Warlords is a severe blow to the prestige of the Marines."
"If this continues, what's the point of our existence? Why not just let these pirates all become 'legal' pirates, and then the seas would be at peace, right?"
Sengoku seemed to grasp Byakuya's point but wanted to clarify. "Are you suggesting that…?"
Byakuya firmly declared, "I propose we abolish the Seven Warlords system!"
His words sent shockwaves through the room. Everyone stared at Byakuya in disbelief, as if asking, how could this young man dare to say such a thing?
A young Marine who was still only a Vice Admiral dared to propose something so bold.
Even Sengoku was in shock, unable to believe what he had just heard.
He had asked Byakuya for a strategy to deal with the 'Yoru' organization, but Byakuya's response had nothing to do with the topic. It had taken the discussion in an entirely different direction.
Garp, who had been munching on doughnuts, quickly finished them all in one go and stood up, saying,
"I agree with Byakuya. The Seven Warlords system has done nothing but become a shield for these pirates, causing the Marines' reputation to plummet."
"We should definitely abolish it."
Admiral Akainu, who was already deeply opposed to all pirates, saw the Seven Warlords system as an affront to his beliefs.
Hearing Byakuya's proposal, he voiced his clear support and even suggested capturing the remaining six Warlords.
Aokiji, who wasn't a fan of the Seven Warlords system to begin with and had a good relationship with Byakuya, had no reason to oppose the idea.
The last Admiral, Kizaru, remained silent and indifferent, which was in line with his usual laid-back demeanour.
The only thing that might have gotten him excited was news of a pay raise.
The other Marine Vice Admirals overwhelmingly supported the abolition of the Seven Warlords system.
They had endured too much frustration at the hands of the Seven Warlords during their regular dealings with pirates.
Up until now, they had had to suppress their anger for the sake of the greater good.
Now that Byakuya had spoken up, with Marine hero Garp, Admiral Akainu, and Aokiji clearly expressing their opposition, how could the others hold back?
It wasn't that Byakuya had reached the point of commanding absolute authority in Marine Headquarters; rather, his words resonated deeply with everyone present.
No Marine would tolerate the existence of the Seven Warlords.
With Byakuya's opening remarks, the entire tone of the meeting shifted.
It was no longer about discussing how to handle the 'Yoru' organization; it had turned into a petition to abolish the Seven Warlords system and take action against them.
Outwardly, Byakuya maintained a righteous demeanour, but inside, he was overjoyed. This was exactly what he had anticipated.
He had chosen this moment precisely to say those words. A meeting to discuss how to deal with me? Dream on.
I'm going to derail this meeting completely, he thought. Sengoku, seeing the chaotic state of the conference room, let out a deep sigh.
It was clear that the entire Marine force was deeply dissatisfied with the Seven Warlords, and this discontent had been simmering for a long time. In truth, even Sengoku himself was unhappy with the system.
However, this was something the World Government had forced upon them.
Despite the Marines expressing their dissatisfaction at the time, the World Government paid no attention to their concerns.
They enforced the system as they saw fit, and there was nothing Sengoku could do about it.
Now, Byakuya had brought up the matter again, reigniting the resentment within the Marine leadership.
If they were to suppress it like last time, it could lead to discord among the higher ranks of the Marines, or worse, even to defection.
Especially considering that it was Byakuya who had made this proposal, Sengoku's gaze fell on him.
Seeing that the meeting was now essentially over, Sengoku had no choice but to announce its adjournment.
He let the others discuss abolishing the Seven Warlords system. Hearing it in front of him was just too aggravating.
But as everyone was leaving, Sengoku kept Byakuya behind.
It was clear that Sengoku wanted to discuss the matter of abolishing the Seven Warlords system with him. After all, this issue was too significant to ignore.
Once the others had left, Sengoku had Byakuya sit down in front of him.
Looking into Byakuya's eyes, he asked, "Be honest with me—do you have any connection with the 'Yoru' organization?"
Byakuya was shocked internally but didn't let it show on his face. Instead, he furrowed his brow and replied, "No connection. Are you suspecting me?"
Sengoku sighed and said earnestly, "I sincerely hope you have nothing to do with them, but your behavior today was very unusual."
"You knew this meeting was primarily about discussing how to handle the 'Yoru' organization, yet you deliberately brought up the highly contentious issue of abolishing the Seven Warlords system."
"Moreover, both of the 'Yoru' organization's actions took place while you were on leave, and there was never any mention of them before."
"What's more, according to the information I've received, someone can prove that the day before the 'Yoru' organization assassinated Reisun, you had an altercation with him at Dock One in Water 7."
"The next day, Reisun was dead. Tell me, should I not be suspicious of you?"
In reality, these connections were tenuous at best.
Sengoku had been closely monitoring Byakuya's movements, so after these events occurred, he naturally linked them to Byakuya's unusual behaviour at the meeting.
This led him to his conclusion, which is why he asked everyone else to leave the room so he could speak with Byakuya privately.
If Byakuya weren't involved, that would be for the best.
But if he was, Sengoku wanted Byakuya to stop immediately, and they could pretend none of this had ever happened.
Listening to Sengoku's tone, Byakuya realized that Sengoku had probably already labelled him as part of the 'Yoru' organization in his mind.
But Byakuya could not escape this situation. As Sengoku had said, the circumstances made him look highly suspicious.
However, Byakuya knew this wasn't an unsolvable dilemma. He smiled and said,
"Fleet Admiral Sengoku, all of this is just your speculation. There's no direct evidence linking me to the 'Yoru' organization."
Sengoku sighed, "Precisely because there's no direct evidence, you're able to sit here and discuss this with me."
"Otherwise, the next time we'd be talking would be in Impel Down."
"But in reality, all of these events that seem to point to me are just coincidences."
"Oh? How so?" Sengoku asked, suddenly interested in hearing how Byakuya would defend himself. In truth, Sengoku didn't want to believe it either.
If he really wanted to take Byakuya down, he could report this to the World Government and let them send a specialized intelligence agency to investigate Byakuya.
They'd definitely find something.
Sengoku wouldn't be sitting here confronting Byakuya directly, giving him a chance to explain himself. So, Sengoku hoped Byakuya could convince him.
Byakuya calmly explained, "First of all, the reason I brought up abolishing the Seven Warlords system in the meeting was not just because of the crimes I witnessed Crocodile commit in the Kingdom of Alabasta."
"More than that, I wanted to deal with Doflamingo. I want to kill that bastard."
When Sengoku heard Doflamingo's name, he understood.
After all, the last time Byakuya had clashed with Doflamingo, it was Sengoku himself who had to step in to save Doflamingo.
Considering that, Byakuya's desire to abolish the Seven Warlords system made sense.
"And as for my trip to Water 7, I had told you beforehand that I was going there to have a ship built."
"How was I supposed to know that Reisun would be there at the same time? It was just a coincidence that I ran into him."
"If he died the next day, that's his bad luck. What does that have to do with me? By then, I was already on my way back to Marine Headquarters."
"Otherwise, I wouldn't have returned so quickly. As for the altercation, that's easy to explain."
"Are you going to say that just because you, Fleet Admiral Sengoku, suspect me today, if you're killed tomorrow, it must have been me?"
"That's not how it works. Everything needs to be based on evidence. Without evidence, it's all nonsense."
Hearing Byakuya's practical examples, Sengoku's face darkened like the bottom of a pot.
I'm just suspecting you—did you really have to curse me like that? Don't you know how to respect your elders?
But Byakuya's words did make sense, and they significantly reduced Sengoku's suspicion.
"Alright, I'll admit your explanation is reasonable. I hope this matter truly has nothing to do with you."
