These two were actually captains of a large fleet under Whitebeard's pirate crew, who participated in the Marineford War in the manga.
Their introduction in the story was also notable. At first, they could fight on equal footing with the 4th division commander of the Whitebeard Pirates, Thatch, before his death. Later, Ace managed to defeat them, and they joined Whitebeard's crew. In later stages, they were able to face Vice Admiral Dalmatia and fight to a draw.

He wasn't dead yet, but his deformed body trembled uncontrollably.
"Captain... are we dreaming? How could this silver-haired guy defeat him so easily? Is he a Navy admiral?"
Hundreds of stunned pirates stared at the Dicarban brothers lying on the ground, unable to believe what they were seeing.
"Lightning infused with Armament Haki triples the impact strength. But using this technique consumes a lot of energy. If it weren't for the unique nature of my Armament Haki, I wouldn't have been able to do this."

"But the brothers were also clever; after eating in one nation, they would immediately move to another to enjoy the food. Their movements were unpredictable, and their sole aim was to eat fish. So, even though many were sent to capture them, we couldn't catch them."
On the train, Rorschach's face expressed three things: the subway, old people, and a phone.
"Are they insane? How can people with such strength roam around so boldly just to eat for free? And why do they love fish so much?"
"Can you really get a bounty as high as 150 million just by eating free meals?"
Rorschach was not entirely sure about that.
"Their behavior was actually quite atrocious..."
Hibari's face showed a strange expression. "They would exploit their strength in small countries; when a noble hosted a banquet, they would kick them out and eat their food."
Rorschach's expression darkened.
No wonder they were subject to so many complaints.
That behavior was downright horrible.
Hibari continued, "But their victims weren't just nobles or the wealthy, even restaurants and taverns in the streets, and even fishermen returning from the sea were robbed."
"They even claimed that since the fishermen didn't pay to catch the fish from the sea, why should they pay the fishermen?"
At this point, Rorschach's face showed clear anger.
Eating for free and taking the fish that others worked hard to catch, with a baseless argument.
Many might see these actions as a joke and consider it normal.
After all, they're just free meals.
In the comics, Luffy and Ace devoured huge amounts of food in Alabasta and destroyed the restaurant without paying.
As pirates, at least they didn't kill the restaurant owner. Would anyone expect pirates to pay?
But Rorschach's twelve years of experience showed him that fishing in this world covered by water was fraught with dangers.

And now, these guys were adding more suffering with their irresponsible actions.
Rorschach scowled as he looked at the two fat men lying on the ground.
But killing them might be overkill.
