Rorschach raised an eyebrow in surprise, as he knew the Dicarban brothers well.

These two were actually captains of a large fleet under Whitebeard's pirate crew, who participated in the Marineford War in the manga.

Their introduction in the story was also notable. At first, they could fight on equal footing with the 4th division commander of the Whitebeard Pirates, Thatch, before his death. Later, Ace managed to defeat them, and they joined Whitebeard's crew. In later stages, they were able to face Vice Admiral Dalmatia and fight to a draw.

But for now, at the end of the year 1516 of the Sea Era, these two were still just rising pirate stars preparing to enter the New World, with bounties exceeding 100 million, indicating their considerable strength.

However...

"I feel like the bounty is seriously overestimated. They don't seem that strong. Compared to Meg Jones, the sense of threat here is quite weak."

"That's not it, Rorschach. Your strength has become unbelievably powerful..." said Hibari, pointing to the fat man lying on the ground, his body smoking from electric shocks. "Their strength isn't weak at all. They were about to break through the G2 Branch in the Grand Line. Even five of the admirals behind me couldn't stop them together, and Vice Admiral Gummel had to intervene to push them back."

"Is that so?"

Rorschach scratched his head.

"Of course! With your current power, if you had been in the Kingdom of Prince three months ago, that Meg Jones wouldn't have stood a chance against you, just like this fat guy here."

Hibari said seriously.

"We, the Dicarban brothers, are not weak!"

"Tiger's Fist! Stone and Rock Shattering Strike!"

The other fat man, who had been thrown by Rorschach, his silver hair flowing, fell from a height of over a hundred meters. Crossing his arms, he unleashed ten sharp claws into the air.

His speed was incredible, even surpassing that of any ordinary naval officer.

But for Rorschach, who used Observation Haki, everything seemed to move in slow motion.

His falling path became as clear as frames laid out before his eyes.

Rorschach extended his finger, and a point of white light appeared at its tip. With the crackling sound of electricity, it pierced the air.

"One million volts – Thunderball."

In an instant, a fist-sized ball of lightning shot forward, bypassing Dicarban's ten claws and striking him directly in the chest.

"Boom!"

In a flash, bright lightning illuminated the space above Rorschach's head.

Dicarban's body, which had been struck by lightning, was covered in flashes of electricity surging from inside out. His body charred black before he fell to the ground in front of Rorschach.

He wasn't dead yet, but his deformed body trembled uncontrollably.

"Captain... are we dreaming? How could this silver-haired guy defeat him so easily? Is he a Navy admiral?"

Hundreds of stunned pirates stared at the Dicarban brothers lying on the ground, unable to believe what they were seeing.

"Lightning infused with Armament Haki triples the impact strength. But using this technique consumes a lot of energy. If it weren't for the unique nature of my Armament Haki, I wouldn't have been able to do this."

Rorschach looked at the Dicarban brothers, who had bounties of 150 million beli, now easily electrocuted, and marveled at it.

The power of lightning is not to be underestimated!

Its speed, range, and destructive power were all top-tier.

When seeing the immense strength of his lightning, he couldn't help but imagine how powerful Enel would be if he learned Armament Haki, or even Conqueror's Haki.

He removed his foot and looked at the two fat men lying on the ground, then shifted his gaze toward Hibari.

"You still haven't told me why they were given such a high bounty. If they committed an unforgivable crime..." Rorschach said coldly, looking at the pirates bound by chains of air, who were trembling with fear.

"The thing is... they got that high bounty because..."

Hibari hesitated as she glanced at the restaurant owner sitting helplessly.

"Because they ate without paying."

"What did you say? Because of what?"

Rorschach's expression was one of complete confusion.

He thought he had misheard.

But Hibari, though clearly embarrassed, explained:

"Because they ate without paying, they got a bounty of 150 million beli."

"Since forming their pirate crew, they convinced a large number of followers with this strange argument and traveled around the Grand Line eating for free."

"Due to their strong physical abilities, the nations couldn't deal with them, and so they kept complaining to the World Government and the Navy."

"But the brothers were also clever; after eating in one nation, they would immediately move to another to enjoy the food. Their movements were unpredictable, and their sole aim was to eat fish. So, even though many were sent to capture them, we couldn't catch them."

On the train, Rorschach's face expressed three things: the subway, old people, and a phone.

"Are they insane? How can people with such strength roam around so boldly just to eat for free? And why do they love fish so much?"

"Can you really get a bounty as high as 150 million just by eating free meals?"

Rorschach was not entirely sure about that.

"Their behavior was actually quite atrocious..."

Hibari's face showed a strange expression. "They would exploit their strength in small countries; when a noble hosted a banquet, they would kick them out and eat their food."

Rorschach's expression darkened.

No wonder they were subject to so many complaints.

That behavior was downright horrible.

Hibari continued, "But their victims weren't just nobles or the wealthy, even restaurants and taverns in the streets, and even fishermen returning from the sea were robbed."

"They even claimed that since the fishermen didn't pay to catch the fish from the sea, why should they pay the fishermen?"

At this point, Rorschach's face showed clear anger.

Eating for free and taking the fish that others worked hard to catch, with a baseless argument.

Many might see these actions as a joke and consider it normal.

After all, they're just free meals.

In the comics, Luffy and Ace devoured huge amounts of food in Alabasta and destroyed the restaurant without paying.

As pirates, at least they didn't kill the restaurant owner. Would anyone expect pirates to pay?

But Rorschach's twelve years of experience showed him that fishing in this world covered by water was fraught with dangers.

Besides the massive sea creatures that could easily capsize ships and swallow them whole, the unstable weather could overturn boats at any moment.

Even though powerful fighters could easily defeat these creatures, their threat to humanity remained catastrophic.

Small sea creatures could capsize ships, medium ones could challenge warships, and large ones could create waves like floods.

The giant ones could swallow entire islands.

If not for their presence in calmer areas, small islands would be in serious danger.

The actions of the Dicarban brothers could lead to the death of innocent fishermen.

Survival in this world was hard enough.

And now, these guys were adding more suffering with their irresponsible actions.

Rorschach scowled as he looked at the two fat men lying on the ground.

But killing them might be overkill.
