Kushina marched towards her workplace, now garbed in what her devout followers were calling her "classy work outfit." The tight-fit attire consisted of a full-sleeve white blouse under a black blazer with open buttons, a knee-length black pencil skirt, and sheer black pantyhose. The slim-fit outfit prominently displayed her figure without showing any skin.

It had been a week since her wardrobe makeover, and she still remembered the attention she had received on the first day, from the streets of the Hokage Tower to the office itself. While amusing at first, getting constant attention from all the nearby males—and sometimes even kunoichi—was something she hadn't anticipated.

The most amusing reactions came from the stuttering or shy ones. If they had difficulty talking directly to her before, now they were practically mute. Even Hiruzen had complimented her on the new outfit, as had others in the office.

Over the past week, she had mainly integrated with various departments of the Hokage Tower, particularly those dealing with paperwork. Although she hadn't noticed it herself, shinobi in those departments had experienced fluctuations in performance depending on whom you asked.

Kushina did notice, however, that her requests were taken more seriously and handled on a priority basis—though she assumed it was just a perk of her position.

Just as Mikoto had predicted, her outfit designs had been copied by various merchants. Yesterday, she had even seen mannequins outside clothing stores sporting her outfit in different colors. Some hair salons were now selling the "Kushina Boss Lady" hairstyle as well.

Unknown to her, this new "Boss Office Lady" look had become a hit among shinobi. Girls in the red-light district reported increasing demand to dress like her. As a result, some slutty and degenerate versions of her outfit had been developed and were in high demand among clients in the red-light district.

Kushina was brought back to the present as she reached her destination. Today, she was working with the Archives Department. As the name suggested, the department kept records of all activities sanctioned by the Hokage Tower.

The department was subdivided into multiple divisions, such as Mission Archives, Research Archives, Accounts Archives, and others. From Kushina's point of view, there were far too many to count. Today, she was focusing on the Accounts Archives, specifically examining the budget and expenditures from the past four years.

Why was it necessary to personally review the accounts of the past four years? When she had asked the Sandaime Hokage this question, his answer was just one word: "War."

The heavy reality of the situation finally hit her. Although Konoha was generally peaceful, this peace came at a price—the deployment of forces across the Fire Nation and its borders.

They might not be in a traditional war anymore, but this was no less taxing than a conventional conflict, especially from an economic standpoint. Deploying forces for the long term cost money. From mission payouts to maintaining supplies, everything required funding.

Additionally, Konoha had to maintain treaties with surrounding minor nations, which acted as buffers between the great nations. Sometimes, these treaties required monetary contributions from Konoha to keep the terms favorable.

Sandaime had assigned her the task of calculating the cost of 'War' on Konoha for the last four years. When she asked if he didn't already have the data, he responded, "I know that, Kushina, but sometimes you have to calculate it yourself to get an idea of the situation in reality." Of course, he had allowed her to use whomever she needed to gather the data.

So here she was, spending the past two days collecting all information about the so-called war. She was surprised by how much basic amenities for shinobi in the field cost. For instance, while a meal for a person usually cost 100 ryo, factoring in transportation, packaging, and other logistics made it 350 ryo on the field.

It was an eye-opener for her. The less said about the money spent on leisure and relaxation centers established for Konoha's forces on the battlefield, the better. The cost of maintaining supply lines and storage space was also significant.

Her work was interrupted by a chunin delivering a report.

"Kushina-sama, I have completed the report on costs borne by Hot Springs Country month by month for the past four years, as you asked," he said, placing a stacked file in front of her.

"Thanks, Ryoichi-san. You and your team have been a great help in sorting this out."

The chunin, a fairly built young man roughly Kakashi's age, had been assigned to her along with a team of three somewhat experienced genins. Over the past two days, Ryoichi had told her how he, like many others in the archives department, ended up there after failing the mandatory survival test following the genin exam. His chunin sensei at the academy had recommended him for the archives, and he chose this path rather than facing an uncertain future in the shinobi reserves.

Kushina understood what he meant. Being inducted into the shinobi forces was no easy feat. This was doubly true for those rejected by their prospective sensei.

On record, more than half of the rejected genins quit the shinobi corps after their failure, and those who remained were marked as second- or third-string forces. They rarely got higher-ranked missions and had limited opportunities to improve their skills unless they had clan support. For most, advancement was an uphill battle. As a result, many shinobi sought easier alternatives, such as joining various departments across Konoha's shinobi corps.

Kushina vowed to look into the matter of these reserve forces when she came to power. If she could at least provide them with resources to upgrade their skills, they could prove vital in rotating with the main forces, significantly boosting Konoha's overall standing.

As she mused over these thoughts while reviewing the latest report submitted by Ryoichi, the chunin couldn't help but steal glances at her. With her blazer discarded and the top button of her blouse undone, Ryoichi was getting quite an eyeful of her assets.
