Chapter 345: Ch 345 : Reincarnation Shattered, Sage of the Six Paths

Beneath the Tower of Solarity was originally the cliff where the Hokage Rock was carved, a location of great elevation that provided a commanding view of the entire Konoha Village.

At Makoto's command, a grand hall was constructed beside the Tower of Solarity.

This hall was not meant for residence; Makoto intended to build a teleportation array inside it, directly connecting to the Moon.

After several days of research, Makoto finally succeeded in linking the power of the Tower of Solarity with the Giant Tenseigan on the Moon—or rather, projecting the power of the Giant Tenseigan onto the Tower of Solarity.

The teleportation array within the hall was inscribed with a special sealing technique.

In the future, any souls from other worlds that crossed over would be drawn to the Tower of Solarity instead of taking over existing bodies.

The personnel at the Institute of Biological Sciences would then create a brand-new body tailored to the form of the incoming soul.

Makoto had long been having the researchers at the institute study matters related to souls, and Kabuto had made some progress in this field.

Makoto had always been very pleased with Kabuto—diligent, meticulous, and highly efficient in his duties.

The boy was still young, and his future achievements could very well surpass those of the other Seven Crown Guards.

After all, he was a scientist.

Meanwhile, in another research facility, Tohnogawa was working on the second giant mecha, a classified project unknown to the general populace.

Makoto had already chosen a name for it: Cruising Destroyer.

While the ninja world was currently free of threats, Makoto knew that members of the Otsutsuki clan could arrive in the future.

Everything he was preparing now was for the day he would have to face them.

Makoto originally intended to name it God Slayer, as the Otsutsuki were a group of beings who called themselves gods and viewed the people of Earth as mere lowly mortals.

However, since the Brutal Justice had already become revered among the populace as the Heavenly God of Justice, he decided to rename the second-generation mecha instead.

The development of the Giant Mecha was an independent project within the Institute of Mechanical Sciences.

All researchers involved were placed under a sealing curse, preventing them from leaking any information.

Makoto's plans certainly did not stop at just one or two units.

In the future, the research and production of mecha giants would continue without interruption.

Once the technology became more refined, mass production of smaller-scale mechas could begin—whether for military use or industrial applications, their utility would be immense.

Another technological product, the Body-Tempering Chamber, was now officially ready for deployment.

This was a creation based on Makoto's own body-tempering methods.

While it was similar to the machine used for forging Flesh Armor, it was also fundamentally different—after all, flesh cells do not feel pain, whereas humans have a limit to what they can endure.

Because of this, the Body-Tempering Chamber did not provide enhancements as extreme as the Flesh Armor forging device.

However, compared to conventional training methods, its effectiveness was far superior.

The first group of test subjects had already been selected—the orphaned children Makoto had personally trained.

They were both young and unwaveringly loyal to him.

With the Body-Tempering Chamber, Makoto could ensure that the strength of Konoha's ninja would forever surpass that of the wandering ninja across the world.

Since the reformation of the Ninja Guild, ninja across the world had gradually adapted to this new way of life.

Now, they all enjoyed stable incomes and a structured system of work.

Under the framework of the Ninja Guild, a new trend had emerged—large groups of wandering ninja were beginning to band together to form new organizations.

While reviewing the official reports submitted to him, Makoto noticed this phenomenon.

However, he had no intention of stopping it.

After all, humans were social creatures by nature, and seeking strength in numbers was instinctive.

In the early stages of the Ninja Guild's reformation, those who had previously belonged to small villages or mercenary groups would naturally stick together.

Not only would Makoto not suppress this trend, but he actually planned to encourage it.

He was preparing to introduce a new policy regarding small-scale ninja guilds—officially recognizing these groups, granting them legal status, and simply imposing limitations on their size to maintain balance.

Across the five major provinces of the empire, the ninja from the Wind, Lightning, Water, and Earth provinces had now been fully integrated and reorganized.

The former Three Kage had remained in their respective provinces to help manage the local ninja population.

Makoto had granted them exceptional privileges, as the dominant ninja forces in these provinces still mainly consisted of Suna, Kiri, Kumo, and Iwa ninja.

Keeping their former Kage in administrative roles was a practical decision.

As for Iwagakure, however, there would no longer be a Fourth Tsuchikage.

With all the systems and structures in place, a new issue had surfaced—the number of mission requests was declining.

Currently, most missions available were simple D-rank errands and odd jobs.

In a peaceful world, even bandits and thieves had drastically decreased, resulting in a significant drop in C-rank mission availability.

As for B-rank missions, reports indicated that they were now in extremely high demand.

The situation had reached the point where as soon as a B-rank mission was publicly posted, it would immediately spark a frenzy among ninja eager to accept it.

In fact, tensions had even escalated into physical clashes between competing factions fighting over missions.

Fortunately, guild administrators had intervened in time to prevent large-scale chaos from breaking out.

For A-rank and S-rank missions, while it was said that Konoha controlled their distribution, in reality, only a few had actually been issued.

In the past, mission classification standards were as follows:

C-rank missions: Missions where the executor might be injured.

B-rank missions: Missions expected to involve combat against enemy ninja.

A-rank missions: Missions affecting the interests of a village or a nation.

S-rank missions: Missions related to top-secret national affairs.

With the establishment of the Ninja Guild, most of the former rogue ninja and missing-nin, who had previously survived by pillaging and looting, had now turned into legitimate workers.

Almost no one engaged in criminal activities anymore.

Moreover, the absence of inter-village conflicts had drastically reduced tensions between ninja factions.

Covert operations such as espionage and assassination missions had essentially disappeared, leaving behind only escort and delivery tasks.

If this situation continued, these formerly unemployed rogue ninja—who had just found stable jobs—would once again face the threat of unemployment.

In turn, the Ninja Guild would lose credibility, becoming nothing more than an empty bureaucratic shell with no real function.

The Naruto world was also quite different from other fantasy worlds—there were no goblins or other monsters to hunt for profit.

After much thought, Makoto devised a strategy and discussed it with Konoha's higher-ups.

The plan included:

Redefining mission classifications.

Lowering the commission fees for missions, encouraging civilians to submit more requests to the Ninja Guild.

Significantly reducing the guild's share of mission profits to protect the earnings of rogue ninja.

Honestly, this solution was only a temporary fix.

In an era of peace, sustaining such a large ninja population would ultimately require boosting overall productivity.

This led Makoto to accelerate the research and development of miniature mecha, expand the Mechanical Science Research Institute, and construct factories for mass production.

Additionally, Makoto planned to provide salaries to rogue ninja ranked Special Jonin and above.

The number of such individuals was relatively small, as most were retired shinobi from the former Four Great Ninja Villages.

To the empire, this was merely a trivial expense.

However, this initiative would incentivize ninja to train harder and strive for higher ranks.

The final initiative Makoto planned was to host an Imperial Martial Arts Tournament, open to anyone willing to participate.

Participants would register at local ninja guild branches, where preliminary selection exams would be conducted.

Those who passed would advance to Konoha to compete in the main tournament.

Those who performed exceptionally well would be granted the opportunity to join Konoha.

For many, joining Konoha was akin to leaping over the dragon gate—a chance to change their fate overnight.

Anyone with true strength would never pass up such an opportunity.

While these reforms might not completely eliminate the flaws in the Ninja Guild system, they would at the very least conceal them for now.

Biological Science Research Institute

"Minister Kabuto, the test subject has lost all vital signs."

Hearing the report from his subordinate, Kabuto couldn't help but frown.

The number of death row prisoners in the prison was dwindling—they were becoming rare resources.

Once one was used, there would be one less.

He stepped forward personally to examine the body.

Confirming that the person lying there was indeed dead, he sighed softly.

"Minister Kabuto, the experiment results have been recorded."

"Mm." Kabuto responded calmly.

He was dressed in a white uniform, with the green Konoha emblem embroidered on the cuffs and collar.

This was the official uniform of the Biological Science Department.

The uniform for the Scientific Craftsmen Department was similar, except its emblem was black, with slight differences in other details.

Just as his assistant was preparing to move the corpse, a beam of light suddenly shot down from above.

Everyone in the laboratory was startled.

Kabuto instinctively looked up, only to see a black runic formation appearing on the floor where the light had struck, seemingly piercing through the ceiling.

"Minister Kabuto, what is this...?"

"This is the light of the Solarity Tower," Kabuto said slowly, his heart filled with confusion.

Why would the light of the Solarity Tower be directed here?

"Don't touch the corpse yet," he ordered.

The subordinates obediently stepped aside as Kabuto continued to scrutinize the corpse.

Suddenly, he noticed a faint, glowing white light emerging from it.

A vague humanoid spirit slowly surfaced from the body before disappearing again.

Abruptly, he spoke: "Bring me the Soul Goggles!"

One of his subordinates quickly responded and hurried out of the laboratory.

Less than a minute later, they returned with a pair of strangely designed goggles.

This was a device Kabuto had crafted during his research on souls.

Normally, souls are invisible.

However, spiritual bodies can be seen, as they carry chakra.

What people perceive as a spirit is actually the chakra surrounding the soul.

When a person dies, their soul and body completely disconnect, and the chakra dissipates, rendering the soul invisible to the naked eye.

Kabuto put on the Soul Goggles and immediately saw a luminous soul moving along the beam of light, seemingly drawn toward it.

Silently, he observed as the soul passed through the wall.

Without hesitation, he rushed outside the research facility, just in time to witness the soul soaring toward the Tower of Solarity, guided by the beam of light.

"Inform His Majesty—" He paused before correcting himself.

"Forget it, I'll go personally. Do not touch the corpse."

After issuing his instructions, Kabuto leapt into the air, swiftly heading toward the imperial palace.

Ten minutes later.

Makoto arrived at the Biological Science Research Institute, accompanied by Kabuto.

Personally inspecting the corpse, Makoto found nothing unusual—it was just a normal dead body.

"Was your experiment related to souls?" Makoto asked.

Kabuto shook his head. "No, it was a flesh proliferation experiment, as you already know."

Makoto pondered for a moment before saying, "Come with me to the Tower of Solarity."

The Tower of Solarity actively summoning souls?

It did indeed possess that capability now, but it was only meant to guide souls from other worlds—this was the soul-attracting technique Makoto had personally inscribed.

Normally deceased souls should be drawn into the Pure Land by the Shinigami, so had something gone wrong?

Bringing Kabuto along, Makoto proceeded to the grand hall beneath the tower, where they found the soul trapped within the sealing formation.

"Did I make a mistake in my technique...?" Makoto murmured to himself.

Suddenly sensing something, Makoto stepped out of the hall and noticed another beam of light shooting out from the Solarity Tower, this time directed toward Konoha Hospital.

Kabuto, wearing the Soul Goggles, immediately saw a soul being pulled toward the tower by the light.

The two men watched as the soul was drawn into the grand hall and confined within the formation.

Makoto summoned an Anbu and ordered him to investigate the hospital to see if anyone had died today.

A few minutes later, the Anbu returned.

"Your Majesty, at 3:35 PM today, a 67-year-old woman passed away at the hospital. Her name was…"

After hearing the report, Makoto dismissed the Anbu with a wave of his hand.

"Your Majesty?" Kabuto couldn't help but speak.

"Hmm."

"You don't know what's happening either?"

"..."

Makoto let out a long breath and prepared to return to the grand hall to re-examine the soul-attracting technique he had previously inscribed.

But just then, a vortex suddenly tore open in the space before him.

From within the swirling distortion, a figure slowly emerged—an elderly man, wielding a shakujo staff, with two horns protruding from his head.

He was clad in white robes, and on his chest were six black tomoe markings.

But what stood out the most were his eyes—aside from his purple Rinnegan in both eyes, there was also a red third eye on his forehead!

Upon seeing this person, Makoto's expression subtly changed.
